PROBLEM TO BE SOLVED: To realize inter-vehicle communication using light even under condition where light cannot be directly received. SOLUTION: A vehicle communication device is provided with an LED headlight to project light on which an optical signal modulated by optical modulation of vehicle information related to its own vehicle for the other vehicle on a road surface is superposed, and a camera to receive the light projected from the LED headlight of the other vehicle on the road surface by picking up the image of the front road (receiving range) outside the range of the LED headlight of its own vehicle. One vehicle transmits light on which the vehicle information such as the distance to a crossing, time, vehicle speed, etc. is superposed, in the light projected from the LED headlight to the road surface.
