PROBLEM TO BE SOLVED: To level loads of respective business systems by accommodating a computer resource between the plurality of business systems distributing a request to a business application to the computer resource wherein the business application operates and processing it. SOLUTION: This resource allocation arbitration device 101 measures the loads of the respective business systems, and finds a ratio to an allowable processing amount in a present configuration to calculate an allowance rate of the respective business systems. An unallocated computer resource 1241 is allocated to the business system having a low allowance rate when there is the unallocated computer resource 1241 in the business system, and the computer resource 1241 is pulled out from the business system having a high allowance rate and is newly allocated when there is not such the computer resource 1241.
