PROBLEM TO BE SOLVED: To enable the operation of high utilization rate and operation of high current density while maintaining the strength of a flow passage plate in a fuel cell using a separator composed of a flat plate and the flow passage plate. SOLUTION: This is the fuel cell using the separator composed of the flat plate and the flow passage plate, and it has the flat plate and the conductive flow passage plates overlapped pinching the flat plate, a plurality of manifolds are formed in the flat plate, a plurality numbers of meandering state through grooves are formed in the flow passage plate, and the meandering state through grooves are divided into a plurality of blocks. Furthermore, this is the fuel cell of high efficiency having a structure in which a plurality of second manifolds are added to and installed at the flat plate and the flow passage plate so that a reaction fluid or a cooling medium can flow into neighboring blocks, and in which one part of the meandering state through groove is arranged so as to be overlapped with one part or the whole part of the first manifold.
