PROBLEM TO BE SOLVED: To provide a wet image forming apparatus constituted to remove residual developer which infiltrates into the downstream side of a cleaning member from both ends of the cleaning member and adheres to an image carrier while the drive of an image carrier is stopped. SOLUTION: The wet image forming apparatus is equipped with: an upstream-side cleaning member in contact with the image carrier at any time; and a downstream-side cleaning member which is provided on the downstream side of the upstream-side cleaning member and can approach to and separate from the image carrier. The downstream-side cleaning member is held at a position where it is kept away from the image carrier when the image carrier stops, and moved to a position in contact with the image carrier just before starting the drive of the image carrier or simultaneously with the drive of the image carrier, and moved to the position away from the image carrier when predetermined time elapses after starting the drive of the image carrier or when the drive of the image carrier stops after starting the drive of the image carrier.
