PROBLEM TO BE SOLVED: To provide an operating lever capable of satisfying operation feeling required by an operator, and preventing vibrations or noise. SOLUTION: The operating lever 1 carrying out transmission operation of a transmission mechanism, comprises an upper lever 2 formed in a generally cylindrical shape having an operating portion 3, a lower lever 7 connected to a control shaft 9 of the transmission mechanism and internally inserted in the upper lever 2, and a stiffness adjusting means. The stiffness adjusting means is composed of vibration-isolating rubber 6 coupling the upper lever 2 and the lower lever 7, an adjusting member variably adjusting stiffness in an operating direction of the upper lever 2 to the lower lever 7, and a moving member 5 provided on the upper lever 2 so as to move in an axial direction.
