A fence having panels vertically located between rails that extend between posts (5) is disclosed. A lower rail (12) is a channel member having a U-shaped cross-section. Tabs (15) are located in the base of the channel and can be deployed into a configuration where a passage is cleared for receiving a fence post. The deployed tab is secured to the post in order to support the rail. The lower edge of the panels is received in the channel and the upper panel edge is level with the top of the posts. The upper rail is a channel-shaped capping rail that sits over the upper edge of the panels and the tops of the posts.
