RATE CONVERTING APPARATUS FOR MOVING PICTURE

摘要

PROBLEM TO BE SOLVED: To provide a rate converting apparatus for moving picture which outputs the moving picture to be input by being encoded into an optional transmission bit rate by converting it into another optional transmission bit rate.

SOLUTION: The encoded moving picture is input in a variable length decoding portion 1 by a frame unit. The variable length decoding portion 1 variable-length-decodes the moving picture. A target quantization parameter converting portion 2 converts the quantization parameter QP extracted by the variable length decoding portion 1 into a target value (target quantization parameter) QPt of the quantization parameter after a rate conversion. A conversion system selecting portion 3 selects either "requantization system" or "reencoding system" as a rate conversion system. The requantization portion 5 rate-converts the moving picture in a process to reverse-quantize and requantize it. The reencoding portion 4 rate-converts the moving picture in the process to decode and reencode it until a pixel level.
