PROBLEM TO BE SOLVED: To provide a light diffusion sheet where members for a back light unit can be reduced while having improved diffusion performance and maintaining basic optical characteristics capable of obtaining high transmissivity related to whole light and high luminance, and to provide a complex light diffusing plate, and to provide a backlight unit using those. SOLUTION: Regarding the light diffusing sheet, a light diffusing layer with the particulate groups dispersed in translucent resin is formed on at least one side of a transparent film, and the light diffusing sheet has the particulate groups covering the surface of the light diffusing layer. Regarding the complex light diffusing plate, a light diffusing layer with the particulate groups dispersed in the translucent resin and the particulate groups covering the surface of the light diffusing layer are formed on the light diffusing plate with the particulate group dispersed in a transparent thermoplastic resin or on a transparent support body directly or through the transparent film.
