<P>PROBLEM TO BE SOLVED: To provide a system which is capable of coping with renewal of a terminal or an IC card and prevents the increase of processing time regardless of a powerless CPU of the terminal (especially, a mobile terminal), the IC card, or the like and secures securities of communication between the terminal and the IC card. <P>SOLUTION: A flow of authentication between the IC card and the terminal is roughly divided into three, and timings and the numbers of times of execution of respective divided flows are changed, thereby shortening the processing time.
