PROBLEM TO BE SOLVED: To provide a content presentation controller which controls propriety of reference to a reference destination such as a video image, an NVRAM described in content even when the content is once accumulated.

SOLUTION: The content presentation controller 4 stores broadcast content or communication content as accumulated content and decodes the accumulated content by acquiring a content list which describes the propriety of reference to the reference destination such as other content, the NVRAM from a broadcast content distribution device 1 or a content list distribution server 2 to analyze the content list.
