PROBLEM TO BE SOLVED: To provide a glass base plate for a plasma display panel front plate and a conductive membrane base plate for a plasma display panel front plate which have an excellent patterning accuracy, and a manufacturing method of the above. SOLUTION: The glass base plate for a plasma display panel front plate has a surface roughness distribution obtained in a formula : a surface roughness distribution (%)=(Ramax-Ramin)/(Ramax+Ramin)×100, shall be±10% or less, based on the maximum value Ramax and the minimum value Ramin out of the measured Ra's after measuring a surface roughness Ra of at least of one of the faces at points A to I in Fig., and has an average surface roughness of at least one of the faces shall be 0.3 nm or less.
