PROBLEM TO BE SOLVED: To provide a granular material for treating excrements, which can simply and efficiently treat the excrements of pet animals or the like, has especially an excellent deodorizing property for urine, and can easily be treated, after used. SOLUTION: Since at least the surface 14a of a core layer 14 prepared by granulating an organic fibrous material is formed so as to exhibit a neutral or acidic property, the surface 14a can make an acid 18b of deodorizing ingredient of an acidic highly water-absorbing resin 18 to sufficiently exhibit its deodorizing ability without neutralizing the acid 18b, even when the acidic highly water-absorbing resin 18 is adhered to the surface of the core layer 14 to form a water-absorbing deodorizing function layer 16. Most of a liquid excrement such as urine contacted with a granular material for treating excrements is held in the water-absorbing deodorizing function layer 16. Therefore, the probability of the contact of the excrement odorant with the acid 18b of deodorizing ingredient is high, and the granular material for treating the excrements can exhibit an excellent deodorizing performance.
