PROBLEM TO BE SOLVED: To provide a controller for an internal combustion engine capable of operating the internal combustion engine with excellent fuel economy even if a load on the internal combustion engine is increased. SOLUTION: This controller opens an exhaust valve at a timing EO1 to exhaust combustion gases from a combustion chamber, and closes it at a timing EC1. The controller opens an intake valve at a timing IO to introduce air into the combustion chamber. The controller re-opens the exhaust valve at a timing EO2 after the timing IO (spark-retard angle side). Therefore, the combustion gases once exhausted flows into the combustion chamber through an exhaust port. The controller retards the timing EO2 as the load on the internal combustion engine is increased. Therefore, the necessary amount of air is led into the combustion chamber before the combustion gas flows therein. Since the lift amount of the exhaust valve does not need to be reduced for reducing the amount of the combustion gases, a resistance due to the entry of the combustion gases can be prevented from increasing.
