The vehicle headlight or lamp comprises a housing (6), a transparent cover plate closing the housing, a lighting element (1) arranged in the housing, and a cooling element (2) for the lighting element. The lighting element consists a LED and or a semiconductor chip or semiconductor-chip-array. The cooling element comprises a latent heat storage, which consists a phases change material (10). The phase change material is embedded into a chamber-like uptake (3) of the cooling element and is salt hydrates, paraffin, sugar alcohols, polyethylene and metal alloys.
