The device has a testing voltage generator to collect testing voltage by an arrangement of difference current transformers (1) in each system outlet. The transformers are implemented with a bias (2) by injecting a bias alternating voltage into a measuring circuit (6). The voltage in the measuring circuit increases an inductive resistance (LS) which is sufficient for the collection of testing voltage.
