PROBLEM TO BE SOLVED: To precisely correct the remaining capacity of a secondary battery even at the time, the electric current is sharply varied. SOLUTION: A variation determination part 151 determines the sharp variation of the discharge current, when a variation determination part 151 determined that the discharge current was reduced, a capacity correction part 153 delays the determination of the capacity correction condition till the prescribed following term when the voltage of a secondary battery 2 is estimated to follow to the discharge current, at the lapse of the following term, if the capacity correction condition is satisfied, the remaining capacity is corrected.
