PROBLEM TO BE SOLVED: To provide a pseudo weightless condition generator capable of canceling the effect in the gravity direction as the time average by the rotation of a workpiece around two axes, and realizing a high-speed operation. SOLUTION: The pseudo weightless condition generator comprises an outer frame (200) to be rotated around the outer frame rotational axis (X1 axis), an inner frame (300) to be rotated with respect to the outer frame around the inner frame rotational axis (Y2 axis) orthogonal to the outer frame rotational axis at an intersection P, a pair of first balance weights (311) movable along the first axis (X2 axis) orthogonal to the inner frame rotational axis at the intersection P, and a pair of second balance weights (321) movable along the second axis (Z2 axis) orthogonal to the inner frame rotational axis and the first axis at the intersection P.
