The system has a data exchange device, and a subscriber card that is connected with the data exchange device. The card has a storage area that stores information defining a subscriber region. A testing device tests whether an actual residence of the data exchange device lies within or outside of the subscriber region. The card has another storage area that stores information which reproduces the result of test made by the testing device. A control unit controls the data exchange device depending on the information stored in one of the storage areas. An independent claim is also included for a data exchange device comprising a unit for producing a connection with a mobile radio network.
