PROBLEM TO BE SOLVED: To provide a program loader that increases the reliability of contents stored in a secure area, does not give a clue to a malicious attack and prevents a program tampered by a malicious person from being loaded on to a normal memory. SOLUTION: A program loader which loads a program which is a loading target onto a memory in accordance with load-destination information includes: an obtaining unit operable to obtain the load-destination information from a recording medium in which the program is recorded; a verification unit which verifies the existence of tampering in load-destination information and a loading unit which executes loading the program. The load-destination information indicates a memory area which is a part of an address space in the memory, wherein an execution image of the program is to be stored, and if the verification unit finds that the load-destination information is not tampered, the loading unit generates the execution image in the memory area indicated by the load-destination information, such that the execution image is executed.
