PROBLEM TO BE SOLVED: To realize management of moving picture data and the efficiency of the capacity in a well balanced state, when recording the moving picture data coded that are by the JPEG 2000 system. SOLUTION: The image recording apparatus records the received moving picture data coded by the JPEG 2000 system onto a first recording medium, designates a region in a frame image of the moving picture data by means of a tile number on the basis of the JPEG 2000 system, generates redundant data used to decode a code stream corresponding to the designated region, and records the redundant data onto a second recording medium.
