PROBLEM TO BE SOLVED: To enable to realize function restriction in a specific zone without remarkably changing a conventional mobile communication system and mobile communication devices. SOLUTION: When a user of a cellular phone enters into the specific zone, the functions of the mobile communication device in the specific zone are automatically restricted by small base stations installed on an entrance and exit or a mobile communication network. On the contrary, the restricted functions of the mobile communication device are released when it leaves the specific zone. The functions to be restricted can be selectively set depending on the kind of a specific zone. Using two small base stations prevents erroneous detection of entering/leaving the specific zone. Further, the mobile communication network performs appropriate guidance service concerning function restriction imposed on the mobile communication device in the specific zone or another mobile communication device.
