PROBLEM TO BE SOLVED: To provide an elevator control operation device capable of reliably preventing any catch of a rope of an elevator in advance to an earthquake motion of a long period. SOLUTION: The earthquake motion is constantly measured by a measurement means such as an acceleration meter 2. When the amplitude (displacement) of the measured earthquake is on or above the first level on an automatic determination and measurement means such as a computer 3 by using information on the car position of each elevator, emergency earthquake news or the like as necessary, or according to the emergency earthquake news, the elevator is once stopped, and the amplitude of oscillation of each rope is calculated on real time basis by using information on the earthquake, information on the car position or the like. The catch possibility of each rope is determined in comparison with the criteria for the amplitude of oscillation. A stop state is instructed to the elevator or every elevator in a building before the oscillation of the ropes or the building falls, and any rope catch damage is reliably prevented in advance.
