The device has a heat register of a set of levels of positive temperature coefficient heating elements (22) and radiator elements (23) arranged in a layered structure. Each positive temperature coefficient heating element is arranged adjacent to the radiator elements for dissipating a generated heat to a medium flowing through the radiator elements. A contact sheet (25) and the radiator elements are inserted in a plastic shell (21a), where a position of the sheet (25) is defined via a guide (25b) with a contact pin (25a) during the insertion. An independent claim is also included for an electric heater assembling process.
