The system has a loop (10) formed by strands (11, 12) of a wire (18), passing in an opening (17) formed in a portion of a bone (2) and comprising an end (14) emerging from an opening outlet (19) opposite to a portion of a bone (1). A shoulder forming unit (20) forms a shoulder at a curvature point (15) of the wire and over the outlet. A connecting unit (21) connects, in a direct or an indirect manner, two free ends of the straps to the portion of the bone (1).
