<p><P>PROBLEM TO BE SOLVED: To accurately detect a fall accident of a person and to drastically reduce facility cost. <P>SOLUTION: A signal (S1) is transmitted from a signal transmitting device 10 provided under a platform, and a portable terminal 30 carried by a person is set to transmit a signal (S2) different from the signal (S1) when receiving the signal (S1). A range of either one or both of the signals (S1), (S2) is set below the height (Hp) of the platform. When a fall detecting device 20 provided under the platform receives the signal (S2), it is determined that the person fell down from the platform, and the fall accident is informed to a fall accident detection monitoring and informing device 5. The portable terminal 30 is provided with an acceleration sensor and receives the signal (S1). In addition, the portable terminal 30 transmits the signal (S2) when receiving acceleration, and adds ID information to the signals (S1), (S2) to enable identification of the fall position.
