PROBLEM TO BE SOLVED: To provide an image sensing apparatus etc. which has a wide dynamic range and is prevented from decreasing the resolution even in a case that a moving body is contained in an image. SOLUTION: The image sensing apparatus is equipped with a luminance average value calculation unit 510 which detects the luminance of first image signals and second image signals that are obtained under different exposure conditions, a calculation processing unit 521 which sets up a first exposure condition and a second exposure condition independently on the basis of each luminance, a comparison unit 524 which compares the first exposure condition with the second exposure condition, and an addition circuit which outputs the first image signals or the second image signals as they are when it is determined by the comparison unit 524 that a difference between the first exposure condition and the second exposure condition is smaller than a first prescribed threshold, synthesizes the first image signals and the second image signals into the third image signals when it is determined by the comparison unit 524 that a difference between the first exposure condition and the second exposure condition is larger than the first prescribed threshold, and outputs the third image signals.
