PROBLEM TO BE SOLVED: To display even a mask having a complicated shape in a privacy area on a monitoring screen by controlling a processing load light. SOLUTION: There are provided: a mask setting processor 5 for setting a mask range to an image signal inputted from a camera 2; a mask storage 6 for storing a representative point in the mask range as that in three-dimensional coordinates based on a mask setting signal outputted from the mask setting processor 5, and for storing other points within the mask range as information on other points on two-dimensional coordinates; a mask calculator 7 for converting the representative point in the three-dimensional coordinates stored in the mask storage 6 to those on two-dimensional coordinates shown by the two-dimensional coordinates, and for calculating a mask signal superposed on the image signal based on the representative point on the two-dimensional coordinates and the information on other points on the two-dimensional coordinates stored at the mask storage 6; a mask display unit 8 for superposing the mask signal on the image signal; and a monitor 10 for displaying an image based on the image signal onto which the mask signal is superposed.
