PROBLEM TO BE SOLVED: To improve discharging characteristics of a plasma display panel. SOLUTION: The plasma display panel composed of an upper panel and a lower panel connected to each other with barrier ribs is provided with a first protective membrane which is formed on a dielectric layer of the above upper panel and contains magnesium oxide of columnar crystal and a second protective membrane which is formed on a first protective membrane and contains magnesium oxide of hexahedron crystal.
