PROBLEM TO BE SOLVED: To accomplish miniaturization of a skeleton of a housing 3 by reducing a storage space (internal volume of spring storage space 60) of a gear deceleration mechanism on the inside of the housing 3. SOLUTION: Three slits 61-63 are provided on a flange part 56 of a final gear 7 of the gear deceleration mechanism with a constant gap in a circumferential direction of the flange part 56. Therefore, a coil inner diameter of a torsion spring 9 and the flange part 56 of the final gear 7 can be simultaneously retained by a chucking tool by inserting the chucking tool to a cylindrical gap while passing it through the three slits 61-63 of the flange part 56 from the outside of the final gear 7. Accordingly, when the final gear 7 and the torsion spring 9 are installed in the inside of the housing 3, since the chucking tool is not interfered with an inner peripheral part of the housing 3, a gap dimension formed between the coil outer diameter of the torsion spring 9 and the inner peripheral part of the housing 3 can be reduced.
