PROBLEM TO BE SOLVED: To provide a method which generates hydrogen from a solid carbonaceous material by using microwave with less required energy at low temperatures with a simple device and further contributes to the improvement of global environment, and also to provide a hydrogen generation device used therefor. SOLUTION: Steam is introduced into a reaction vessel housing the solid carbonaceous material, and the material is heated by microwave to generate hydrogen. The hydrogen generation device (1) used therefor includes a steam generation device (20), the reaction vessel (10) for housing the solid carbonaceous material (50) which has a steam introduction port (11) and a gas discharge port (12), a microwave reactor (30) and a microwave oscillator (40). The reaction vessel is installed in the microwave reactor, and the device (1) is composed so as to enable irradiation of the inside of the vessel with the microwave oscillated from the oscillator.
