PROBLEM TO BE SOLVED: To precisely estimate congested traffic volume generated by zone. SOLUTION: A method for highly precisely estimating congested traffic volume generated by zone and OD traffic volume performs zone division in response to an actual road network, formulates a relation among generated traffic volume and congested traffic volume of each node by using a survey link traffic volume, obtains regional congestion probabilities and regional passage probabilities of generated traffic volume within and without zones, formulates an estimated link traffic volume based on each traffic volume, and estimates the traffic volume generated by zone so that residual sum of squaresΦamong the survey link traffic volume and the estimated link traffic volume becomes minimum.
