PROBLEM TO BE SOLVED: To provide a high-temperature high-pressure reaction apparatus and a high-temperature high-pressure reaction process capable of surly and rapidly producing a target substance from a material to be treated by subjecting the material to be treated to a high-temperature and high-pressure condition for a predetermined time. SOLUTION: The high-temperature high-pressure reaction device is provided with a reactor 2 having a hermetically sealed containing part 20 containing the material to be treated, a heating device 3 having a heating medium 310 which heats the reactor 2, and a cooling device 4 having a cooling medium 41 which cools the reactor 2, and a conveying device 5 wherein the conveying device 5 conveys at least one of the reactor 2 and the heating device 3 so as to contact the reactor 2 with the heating medium 310 of the heating device 3, and the conveying device 5 conveys at least one of the reactor 2 after heated and the cooling device 4 so as to contact the reactor 2 after heated with the cooling medium 41 of the cooling device 4.
