<P>PROBLEM TO BE SOLVED: To reject a large number of counterfeit bank bills, which are intentionally counterfeited to be put in a vulnerable discriminating area, by changing a determination method at an adequate timing. <P>SOLUTION: Information on all bank bills is acquired by a sensor part 111, and whether each bank bill is authentic or counterfeit is determined by a plurality of determination parts 11 by using the information on the all bank bills, and then one of the determination results is selected at a prescribed timing. In general, an area for accepting a counterfeit bill and an area for rejecting an authentic bill are different in distribution estimation method from each other.
