<P>PROBLEM TO BE SOLVED: To secure the amount of toner in the developing unit and maintain the image quality while suppressing the cost increase in a simple configuration. <P>SOLUTION: The CPU21 decides whether or not to supply the remaining toner to the recovery tank 4C for recycling based on the information whether the setup kind of paper is for high-quality paper or not (S1). When it decides that the setup kind of paper is for high-quality paper, it drives the drive motor 82 in the recycling mechanism 8 (S2), then integrates the total amount of the recycled toner (S3). Alternatively, it reads the setup replenish rate in the data storage area 31A, and reads the replenish rate matching the integral amount in the replenish rate storage area 31D (S4). It judges whether to change the replenish rate by comparing both replenish rates read (S5).
