PROBLEM TO BE SOLVED: To prevent a lost child precisely with a simple configuration by preventing reaction from occurring simply because a slave is separated from a master temporarily for a short time. SOLUTION: The master 1 having a transmission function transmits radio waves with fixed transmission power. Although a receiver 21 of the slave 2 receives the transmitted radio waves; the receiver 21 outputs an instruction for turning on a power supply, and performing dispatch to a portable telephone 22 when the radio waves cannot be received for a fixed time. The portable telephone 22 performs automatic dispatch processing to the telephone number of a protector, or the like who is preregistered in a telephone directory. The order of priority is also given to the telephone number in the telephone directory, automatic dispatch is tried from the highest priority, and redialing is made for a prescribed number of times if there are no responses. When there are still no responses, the automatic dispatch is performed to a telephone number having the next priority. The above procedures are repeated, thus enabling a user who has the slave and requires protection to establish contact with the protector, or the like reliably and precisely, and hence preventing the lost child reliably.
