PROBLEM TO BE SOLVED: To provide a heat insulating panel which is excellent in load bearing performance, fire resistance efficiency, heat insulation performance, sound absorbing performance, recycling performance, waterproof performance and construction performance, and which makes wall thickness smaller than ever before. SOLUTION: Characteristically, this heat insulating panel 10 comprises a flat-plate member which is composed of a wooden cement board, and a heat insulating layer which is composed of a thin-film layer provided on at least either the front side or back side of the flat-plate member. In the heat insulating panel 10, a cemented excelsior member 1 is used as the flat-plate member which is composed of the wooden cement board, and a heat-insulating coating layer 2 mainly composed of a ceramic is used as a heat-insulating coating layer, so that the performance of the heat insulating panel can reach the highest level by the multiplier effect of the member 1 and the layer 2.
