PROBLEM TO BE SOLVED: To enable the efficient and effective operation of a power storage facility while continuing the stable operation within the operation allowable range of the power storage facility.

SOLUTION: In a power stabilizing system, an active power variation component extracting filter 15 extracts an active power variation component signal ΔPGin a compensated frequency region from wind generator active power PGby means of a filter which extracts the components of variation such as high-pass filter, etc. In other words, it removes (cuts) the components of variation in the frequency region excluding the compensated frequency region. This compensated frequency region is determined by the time constant of a filter. A filter time constant setting section 16 sets this filter time constant at any time. It is arranged so that for example, the larger the absolute value of the active power variation component signal ΔPGis, the smaller the high-pass filter time constant in the active power variation component extracting filter 15 may be (the low frequency region to be cut in the active power variation component extracting filter 15 may be wider).
