PROBLEM TO BE SOLVED: To provide an anchor device of a rope for a civil engineering facility supporting the rope extended from an anchor while stably changing the angle with comparatively simple structure, and allowing smooth connection to a structure without disturbing a sediment part by the inclination of a load direction changing member and its diving into the ground. SOLUTION: The anchor device is formed of a combination of a saddle receiver disposed at a ground surface projecting part of the rope following an anchor body anchored underground, and a cylindrical load direction changing saddle. The saddle receiver comprises a soil pressure board larger in area than the load direction changing saddle, and a saddle body of circular arc shape fixed to the upper face of the soil pressure board and receiving the load direction changing saddle.
