PROBLEM TO BE SOLVED: To realize a countermeasure structure against flood damage etc. , for use in a building, which can surely protect the building such as a house from the flood damage by lifting the building up to a sufficient height against a sharp rise of water level, which can ensure safety by sufficiently eliminating an influence exerted by a water flow and a floatage such as driftwood, and which can also ensure the safety of the building against the snow damage and the sediment disaster. SOLUTION: This structure comprises: a plurality of supports 3 which is erected on a bearing pile 8; an ascending/descending base 2 which is guided by the supports 3 so as to vertically slide and support the building 1; and a hoisting/lowering mechanism which vertically moves the ascending/descending base 2 along the support, and which is stopped at an arbitrary height. One end of a guard 13, which is composed of a linear material and the other end of which is attached to the base of the support 3, is attached to the ascending/descending base 2.
