PROBLEM TO BE SOLVED: To provide a water retentive paving body and its construction method allowing installation of a water supply pipe in an optional position of a road. SOLUTION: The water retentive paving body comprises a water supply layer 2 having recessed grooves 4; a water retentive layer 3 stacked on the water supply layer 2; water supply pipes 5 installed in the recessed grooves 4; and permeable mortar 6 filled between the recessed grooves 4 and the water supply pipes 5. Since the permeable mortar 6 is filled between the recessed grooves 4 and the water supply pipes 5, traffic load or the like is put in charge of the permeable mortar 6.
