PROBLEM TO BE SOLVED: To provide an image forming apparatus in which foreign substances are prevented from accumulating on the surfaces of a cleaning member and a charging roll, whereby stable charge uniformity is ensured over a prolonged period of time. SOLUTION: Foreign substances I sticking to the charging roll 14, such as external additives and toner are introduced into cells S made in a surface of a foam layer 100B; the foreign substances I introduced into the cells S aggregate and become aggregates G of moderate size, and the aggregates G return from the foam layer 100B to the photoreceptor drum 12 via the charging roll 14 and are removed by a cleaning blade 80 from the photoreceptor drum 12. The cleaning member 100 which cleans the charging roll 14 as above has an average cell diameter of 0.18-1.0 mm. The charging roll 14 has a ten-point surface roughness (Rz) of 1-17μm.
