<P>PROBLEM TO BE SOLVED: To improve fuel consumption at stop-restart operation of a fuel cell. <P>SOLUTION: When running intention of a driver is assumed that the driver will not drive for a long time by not operating an acceleration pedal or the like for a prescribed time (S140), a sleep mode driving is carried out by changing the upper limit value of SOC of a battery to a larger upper limit value Suslp than that for normal time, and by changing the lower limit value of SOC to a smaller lower limit value Sdslp than that for the normal time (S240 to S320), and the control is made. In the sleep mode driving, air blow and hydrogen purge operation are carried out at higher frequencies than those for normal time (S260, S290). When SOC becomes lower than the lower limit value Sdslp and a restart condition is attained, an operating condition of the fuel cell accessories or the like is changed to a condition considering quietness, and the fuel cell is controlled so as to charge the battery until SOC exceeds the upper limit value Suslp (S300 to S340).
