PROBLEM TO BE SOLVED: To provide a navigation system utilizing individual moving speed corresponding to a topographic gradient by a loaded cellular phone having a position detection means such as a GPS function, and to provide a navigation method and a navigation program. SOLUTION: Position information of the cellular phone 101 is specified from a GPS satellite 105 and transmitted to the cellular phone 101, and information on a destination is acquired by input of a site arrival target time, an object station name, a bus stop or the like by a user. Map information is acquired from a navigation server 104 through a network 102 relative to a destination and the position information of the cellular phone 101, and a moving time to the destination is calculated based on the acquired map information and moving speed classified by an itinerary slope, and detailed information such as an anticipated arrival time to the destination is shown to the user, to thereby support user's planned arrival to the destination.
