PROBLEM TO BE SOLVED: To provide a pressure control valve in which secondary-side pressure is never fluctuated by fluctuation of primary-side pressure. SOLUTION: In this pressure control valve 21, a valve element 31 has an external pressure receiving surface B on which external pressure of a fluid passage acts, so that the force for closely fitting the valve element 31 to a valve seat 32 of a pressure P<SB>1</SB>of a fluid supplied to a primary port 23 and the force for separating the valve element 31 from the valve seat 32 of the pressure P<SB>1</SB>of the fluid supplied to the primary port 23 are mutually canceled.
