PROBLEM TO BE SOLVED: To provide a monitoring system for achieving a crime prevention system which is useful for local crime prevention at low costs. SOLUTION: A network system 1 is configured of a communication network 7 such as the Internet and a radio access point 4 for performing access from a user terminal 5 to the communication network 7. It is desired that this network system 1 is an already existing network system which has been already operated, and a monitor terminal 6 is added to the existing network system 1 to construct a monitor system. Voluntary offer is received about the use of a radio access point 4 from the user (owner) of the user terminal 5 and the radio access point 4 so that communication between the monitor terminal 6 and the communication network 7 can be performed through the provided radio access point 4.
