PROBLEM TO BE SOLVED: To instantly cope with an actual damage state around a building provided with an elevator. SOLUTION: This elevator control device 1 has a disaster information receiving part 2 for receiving wide area information in an existing area of the building provided with the elevator, that is, wide area disaster information on the natural disaster occurrence provided from various special institutions 11 via a public telecommunication line network 10, a narrow area damage fixing part 3 for detecting individual narrow area disaster data in the building on a natural disaster including an earthquake and damage form a storm and flood in the building provided with the elevator, a storage part 4 for storing a control command for controlling operation of the elevator together with a plurality of combinations of wide area disaster information and narrow area damage information, and an operation control part 7 for controlling the operation of the elevator by making an operation control command corresponding to the occurrence possibility and an occurrence present state including a king and a degree of the natural disaster in the building provided with the elevator by the control command stored in the storage part 4 together with the wide area disaster information received by the disaster information receiving part 2 and the narrow area damage information detected by the narrow area damage fixing part 3.
