PROBLEM TO BE SOLVED: To provide a device for inspecting and measuring a journal bearing clearance of a ship rudder in water. SOLUTION: A measuring rail 70 formed of an elastic material having intrinsic rigidity for spring operation has a measuring probe 80 which can be inserted into a gap between an outside bearing and an inside bearing until getting into a clearance measuring region by using a guide rail having a grip handle 61 and which is provided at a free end 70a of the measuring rail. The measuring rail 70 of a preset thickness (a) having the measuring probe 80 is replaced with each of a plurality of measuring rails of other thicknesses having a measuring probe until attaining the correspondence of a clearance width to the thickness of one measuring rail 70 having the measuring probe 80.
