<P>PROBLEM TO BE SOLVED: To provide a developing device, a toner cartridge, and an image forming apparatus that homogenize failures in pumping a developer by an agitation carrying means and that have high reliability without causing an image having development pitch irregularity. <P>SOLUTION: The developing device 40 develops a latent image by use of a developer and includes: a regulating member disposed above a developer carrying member and regulating a developer on the developer carrying member; a first agitating means that carries the developer while agitating; and a second agitating means disposed in the opposite side of the developer carrying member to the first agitating means; wherein the developing device is provided with a developer layer thickness regulating pattern 50 disposed in the upper side of the first agitating means and at a position to be in contact with the developer traveling on the developer carrying member.
