<p><P>PROBLEM TO BE SOLVED: To shorten a time required for decoding processing of encoded data by averaging processing times of a plurality of decoding processing parts. <P>SOLUTION: A start code of input encoded data is held in a start code buffer 13b. An encoded data distribution processing part 14 calculates the number of macro blocks included in encoded data of each slice on the basis of the start code held in the start code buffer 13b, and then determines which decoder 16 the encoded data of each slice should be decoded by so that the numbers of macro blocks of encoded data decoded by respective decoders 16 are averaged.
