PROBLEM TO BE SOLVED: To provide a method for producing a liquid composition of a cleaning water repellant, avoiding its deterioration under co-existence of a surfactant and an organic acid salt with dimethylpolysiloxane emulsion and capable of obtaining always stable effect even by preserving for a long period. SOLUTION: For example, this surfactant necessary for the cleaning of the automobile coated surface is improved by using an organic acid salt jointly and also its use range is widened. Further, by preparing a one-liquid type composition by adding and mixing prescribed concentration of a water repellant (e.g. dimethylpolysiloxane emulsion), water repelling effect is obtained simultaneously with cleaning effect by one time work. However, by the contact of the organic acid salt with dimethylpolysiloxane emulsion in the composition, the emulsion is destroyed and enlarged, and becomes inferior, and also the water repelling effect is reduced. Therefore, the stable cleaning water repellant composition is obtained by forming each of separated layers in the composition for avoiding the destruction of the dimethylpolysiloxane emulsion.
